Berachos 63a: Bar Kapara said: In a place where there is no man, be a man. Abaye said: From this we can infer that in a place where there already is a man, don’t be a man.
ברכות סג ע”א: באתר דלית גבר ־ תמן הוי גבר. אמר אביי, שמע מינה: באתר דאית גבר ־ תמן לא תהוי גבר.
When the community board members of the town of Slutzk presented the Beis Halevi with a rabbinic contract in 1865, the Beis Halevi noticed that Reb Mendele, the melamed had not signed. He said, “It is forbidden for me to accept this contract! Slutzk already has a great talmid chacham, Reb Mendele.” (His son, Reb Chaim, used to say that this Reb Mendel, with his methods of analyzing a sugya, was the one who inspired his Brisker Derech in learning.)
Only when Reb Mendele himself came to Volozhin to ask the Beis Halevi to come to Slutzk, did he accept the position. Reb Mendele explained to the Beis Halevi, “I may know how to learn, but I don’t know how to be a leader. In leadership, then, Slutzk is a place that has no man.”
